(i) The Particulars of It’s organization, Functions/and duties:
(a) Organisation: -Bureau of Public Enterprises was constituted in the year 1978 under the administrative control of State Enterprises Department. It was lastly reconstituted vide department of personnel and administrative reforms order
No.F7 (57) AR/5/78/jaipur, dated the 5thSept.1984.

Presently, there are 34 nos. of PSUs in purview of BPE. There are no PSU under the administrative control of BPE. These PSUs have separate administrative department. List of PSUs under purview of BPE is at annexure 'A'.
(b) Functions/Objectives:-The important functions/objectives/activities of Bureau are
following:-
1. To monitor, review and evaluate the functioning of all State Public Sector Undertakings with a view of helping the Individual units to attain their corporate objectives by maximizing managerial efficiency and obtaining optimum results on investments.
2. To issue –guidelines to state enterprises and/or to the Directors/Members nominated by the Govt. on their boards/governing bodies as may be considered necessary from time to time for taking appropriate corrective measures and bringing about improvements in systems, procedures, technology, management practices, accounting quality control and in various other areas of enterprise management.
3. To coordinate the working of the various state enterprises and to endeavor that there is a certain degree of uniformity of approach in matters of common concern, such as personnel policies and procedures, recruitment procedures, training and placing of persons, wage structure, stores management including purchase and disposal procedures, welfare benefits to staff, and the like.
4. To help identifying areas where linkages and avenues for coordinated or joint efforts in the fields of purchases, marketing, financing etc. could be established between various state enterprises.
5. To serve as a clearing house for the collection and dis-semination of information for all state public sector undertakings.
6. Such other functions as may be entrusted to the Bureau by the government from time to time.
(c) Tasks undertaken by Bureau of State Enterprises.
1. BPE obtains annual reports from the PSUs, evaluates them and put up them at higher level for necessary action.
2. For bringing about a reasonable degree of uniformity in the matters like devising of pay scales, allowances and perks etc. for the employees of PSUs. BPE has issued several guidelines covering personnel, financial and other matters keeping in view the objectives and functions assigned to it.
3. BPE introduced a uniform scheme of voluntary retirement for rationalizing number of employees along with a scheme of redeployment of excess employees at one enterprise to another enterprise where requirement exists.
4. Creation of State Renewal Fund (Joint effort of GOR and PSUs) with the objective of granting financial assistance to PSUs on specific terms and conditions for rehabilitation and restructuring of man power.
5. BPE collects information from PSUs, compiles it and publish in a yearly book titled “Public Enterprises Profile”. This profile is distributed amongst PSUs, Govt. departments, public representatives and others. The profiles has been Published for the year upto 2020-21.This activity serves as Nodal agency for collection and dissemination of information of the PSUs under the purview of BPE.
6. References received form Rajasthan Legislative Assembly, other departments of Govt, of Rajasthan and other agencies for providing certain information concerning the PSUs are attended to. BPE collects the required information from the PSUs, compiles it and provides to the respective institution.
7. Conferment of meritorious awards to PSU’s employees on Independence day and Republic day celebration.
8. BPE is the Nodal agency for clearance of foreign visit proposals relating to the PSU’s employees.
9.
BPE follows up of various reports of the committee constituted by the government from time to time for reviews etc of the PSUs.
10. BPE is coordinating a gency for absorption of surplus employees of the PSUs under the purview of BPE.
11. BPE has also been made nodal agency for appointment of dependent of deceased employees of one PSU in another PSU under the purview of BPE.

(xii) The manner of execution of subsidy programmes, including the Amounts allocated and the details of beneficiaries of such programme:
The State Govt. has set up a “State Renewal Fund” with objective of providing a safety net for the workers likely to be affected by restructuring of state public sector undertakings.
The objectives of the state public enterprises renewal fund will be as follows:
(a) To provide assistance towards cost for retraining and redeployment of employees, following modernization and restructuring of public sector undertakings.
(b) To provide funds towards compensation/ voluntary retirement schemes affecting the employees as a result of restructuring/ winding up/ dis-engagement/ closure of any state public enterprises.
(c) To provide assistance toward gainful self-employment to the employees consequentto the restructuring/ winding up/ closure of such undertaking, under scheme to be approved by the state Govt. and
(d) Any other assistance/ relief programme for any category of workers to be decided by the state Govt. from time to time.
The balance of SRF on 30.04.2022 is Rs. 1640.33 Lakhs, and loan disbursed to PSUs Rs.4498.06 lakhs by 30.04.2022. Contribution of State Govt. till date is Rs. 1113.40 lakhs.
