The following article tells about the process adopted by RIICO for categorization of its proposed industrial areas based on EIA Notification 2006 and provides a 3-step guide to be followed by the entrepreneur/ applicant to select the best option of industrial area based on the type of proposed industry.
Procedure to Categorise RIICO Industrial Area on the basis of Order dated 07.05.2012.
RIICO has to obtain Environmental Clearance (EC), prior to development of most of its industrial area as per the procedure laid in EIA Notification 2006 and amendments made therein. After earmarking the land parcel and initiating the procedure for possession of the land, a Committee constituted vide office order dated 07.05.2012 finalizes the Category of the Industrial Area (link: http://www.industries.rajasthan.gov.in/content/dam/industries/pdf/riico/officeordercirculars/Year2016/June2016/Designating-Item-category-07052012.pdf). Apart from other parameters, the constituted Committee considers the combination of two major parameters, i.e. land area under development (in hectares) and types (category) of potential industries, to finalise the category of the industrial area based on the algorithm provided in Item 7(c) of the schedule annexed to EIA Notification 2006. Once the category of the industrial area is finalsed, office order related to category of industries that can be allowed/allotted land in that industrial area is issued. EIA Notifiction2006 categorises projects/ industries as Category A or Category B. Only few industrial sectors/industries come under the purview of EIA Notification 2006 and therefore remaining industries have not been categorized.
Based on the above criterion, RIICO industrial areas are categorized as follows:
1. Industrial areas where all types of industries are allowed (EC is obtained under Item 7(c) Category A).
2. Industrial areas where industries other than those falling under Category A are allowed. (EC is obtained under Item 7(c) Category B).
3. Industrial areas where industries other than those falling under Category A and B are allowed. (EC is obtained under Item 8(b) Category B).
4. Industrial areas where industries other than those falling under Category A and B are allowed and where the land area of the industrial area is less that 50 ha (EC is not required).

Determine the Category (as per EIA Notification 2006) of the proposed industry.
Entrepreneur/Applicant is advised to verify the Category of the project based on his/her project parameters and may seek guidance from MoEF&CC / RPCB/ NABET accredited EIA (Environment) Consultant Organisation.
