INDUSTRIAL LAND/PLOT ALLOTMENT IN RIICO INDUSTRIAL AREAS 1. MODE OF
ALLOTMENT RIICO allots
industrial land/plot in RIICO Industrial areas for setting-up industrial
units by following mode of allotments: a)
Through Draw of Lots b)
On first come first serve basis c)
Preferential allotments - on 'on going basis' 2. ALLOTMENT
PROCEDURE
i.
Submission of Requisite Forms: The
applicant is required to submit duly filled up requisite forms as per the
mode of allotment as mentioned below:

Mode of submission of Application Form a.
The applicant is required to submit the
requisite forms including land allotment application form as per the
following modes:
A.
Guidelines for submission of Application Form
and other requisite Forms: B. The guidelines
for submission of Application Form and other requisite forms in case of
allotment through 'Draw of Lots' and 'First Come First
Serve Basis' are as under:
1.
The prescribed application for allotment of
industrial plot may be obtained from any of the Unit office of RIICO on
payment of Rs. 100/- in working office hours or can also be downloaded from
RIICO website www.riico.co.in
2.
The complete application form along with
requisite documents and amount (application fee, security deposit and cost of
land) shall be deposited with the concerned nodal offices as mentioned in Mode
of Submission of Application Forms upto
prescribed date and time.
3.
The application form should be completely filled
up and duly signed by the proprietor/partner/authorized person with
photograph.
4.
The duly filled up application form should be in
prescribed Form 'A' along with Form A-1, Form A-2 and Form A-3 duly signed by
the proprietor/partner/authorized person.
5.
For identification of the applicant and for
verification of the address, following self certified documents are required
to be enclosed with the application. a)
For Proprietorship firm - Copy of PAN Card, ID
proof and residential address proof with photograph. b)
For Partnership firm - Copy of PAN Card, ID
Proof and residential address proof with photograph of all the partners. c)
For Company - Copy of PAN Card of the company
and copy of ID Proof and residential address proof with photograph of the
authorized person.
6.
The Certified copy of registered partnership
deed for partnership firm and certified copy of Memorandum & Articles of
Association in case of Companies will be enclosed with the application form,
if available, otherwise allotment will be made in favour
of the applicant firm/company as mentioned in the application form and these
documents will be required to be submitted before execution of lease deed
essentially.
7.
If applicant is of concessional category as
prescribed in Rule 3(A) of RIICO Disposal of Land Rules, 1979, then applicant
will be required to enclose self certified copy of concerned concessional
category.
8.
Following amount shall be deposited by demand
draft/bankers cheque in the name of RIICO Ltd.
payable at concerned place of unit office along with application form. (a) Application
money which is non-refundable as below:

Security money : 1% of the
total cost of land as per standard area subject to minimum of Rs. 2500/- (c)
Cost Land : 25% of the total
cost of land as per standard area/actual area. (d)
If the application form has been downloaded from
the website www.riico.co.in than Rs.
100/- as applicable form fee. Note:
DD/Bankers cheque shall be submitted separately
with the application in following manner; 1.
For application fees and for cost of
Application Form 2.
Security Money and 25% cost of land
9.
The area of plot may vary according to the site
condition.
10.
The rate of allotment of plot will be prevailing
allotment rate of the industrial area concerned.
11.
In case of 100% payment is made with the
application, then rebate of 2% in rate of allotment
will be admissible.
12.
There will be reservation of 5% plots for women entrepreneurs and SC/ST category
entrepreneurs, 2% plots for ex-servicemen/ war widows and 2%
plots for disabled persons of total number of plots up-to the ceiling size of 2000 sqm planned in
an industrial area.
13.
The rebate in rate of allotment will be
admissible to the concessional category applicant as prescribed in Rule 3(A)
of RIICO Disposal of Land Rules, 1979. (click here

The guidelines
for submission of Application Form and other requisite forms in case of
Preferential Allotment. 1.
The prescribed application for allotment of
industrial plot in Form-"A-Pref" is to be
submitted online on BIP website. 2.
The complete application form along with
requisite documents and amount (processing fees and keenness money) shall be deposited
with the concerned nodal office i.e. BIP as mentioned in Mode of
Submission of Application Forms. 3.
The duly filled up application form should be in
prescribed Form 'A-Pref' along with Form-A-III duly
signed by the proprietor/partner/authorized person. 4.
For identification of the applicant and for
verification of the address, following self certified documents are required
to be enclosed with the application. a)
For Proprietorship firm - Copy of PAN Card, ID
proof and residential address proof with photograph. b)
For Partnership firm - Copy of PAN Card, ID
Proof and residential address proof with photograph of all the partners. c)
For Company - Copy of PAN Card of the company
and copy of ID Proof and residential address proof with photograph of the
authorized person. 5.
Following amount shall be deposited by demand
draft/bankers cheque in the name of RIICO Ltd.
payable at Jaipur. (a) Processing
fees which is non-refundable as below:

Keenness money : 10% amount
of cost of land calculated at prevailing rate of allotment of the industrial
area concerned. 6.
The area of plot may vary according to the site
condition. 7.
Rate of allotment - Allotment
will be considered at highest auction rate received for industrial plot in
the saturated industrial area concerned, in the last one year or prevailing
rate of allotment of the industrial area, whichever is higher. If highest auction
rate received is more than one year old but not more than 5 years, then 14%
interest per annum will be added up-to the date of allotment. If no auction has been conducted in
the industrial area or the auction was done 5 years prior to the date of receiving
application, then rate of allotment shall be fixed by the Reserved Price
Fixing Committee headed by MD. In unsaturated industrial areas,
rate of allotment will be the prevailing rate of allotment of the industrial
area concerned. (click

CRITERIA AND CHECK LIST FOR SCRUITINY OF APPLICATIONS (In case of Draw of Lots
and First come First Serve Basis) The applications received for
allotment of industrial land/plot will be evaluated for area assessment as
per the following indicative criteria: a)
As an indicative
criteria around 1/3rd of plot area
will be part of setbacks. About 1/3rd area can be kept for future
expansion and rest 1/3rd can be presumed to cater to present
requirements. Thus, if applicant has mentioned "X" square meter as
proposed built up area and the same is found to be reasonable, he may be
provided plot in the band approximately 3 - 3.5 "X". b)
Certain categories of
industries will be dealt within a more liberalized
way wherein built up area is a smaller percentage of total plot area. Such
industries for example marble gang-saw, steel rolling/fabrication,
handicraft, cemnt products (Hume pipes, PCC poles,
tiles etc) mineral grinding etc may be allowed approximately 5"X"
land if brief project profiles spells out "X" squaremeter
built up area. (click here

following checklist will be prepared for allotment of land through Draw of
Lots and First Come First Serve Basis. |

NOTE: In case the applicant does
not fulfill any of the above parameters, the application for allotment will
be rejected.
I.
EVALUATION CRITERIA FOR ALLOTMENT OF
INDUSTRIAL LAND/PLOT IN CASE OF PREFERENTIAL ALLOTMENT The
application received for allotment of industrial plot on preferential basis
will be evaluated by In-house Committee on following eligibility criteria:

1.
PROCEDURE OF ALLOTMENT OF INDUSTRIAL PLOT:
I.
Through
Draw of Lots: The applications received for
allotment of industrial plots will be scrutinized and the eligible applications
will be placed before the constituted committee for making allotment of plot
through draw of lots. The lottery shall be drawn in presence of the
constituted committee and also in presence of applicants/their
representatives at 11.00 AM on the date fixed for draw of lots. The following
procedure will be followed in draw of lots:
1.
First of all, the allotment of reserved plots
through draw of lots will be decided to eligible applicants of concessional
categories like women
entrepreneurs and SC/ST category entrepreneurs, ex-servicemen/ war widows and
disabled persons. In case, applications of reserved categories are more than
the plot reserved for that particular category then first of all, the
eligible applicants will be selected for reserve plot through draw of lots
and there after the selected applicants will be allotted plot number through
draw of lots.
2.
After completion of the above procedure, the
remaining applications of above categories will be mixed with general
category applications.
3.
Thereafter, the
applications will be separated as per size of plot and then lottery will be
drawn.
4.
The decision of the
constituted committee will be final and acceptable for conducting the lottery
process.
5.
The Demand
Draft/Bankers Cheque submitted against security
deposit and cost of land will be refunded to the incomplete/unsuccessful
applicants within 7 days.
6.
In case, the area of
plot which more than applied area as per site condition, then, successful
applicants will be required to deposit the additional cost (1% security money
and 25% cost of land) within 15 days from the date of receiving the demand
letter otherwise the amount deposited along with the application form will be
refunded as per rules to the applicant and the priority of the applicant will
also be cancelled. |
II.
On 'First Come First Serve Basis': The industrial plots remained
un-allotted through Draw of Lots will be allotted on 'First Come First Serve Basis'
after issuing public notice in atleast one State
Level News paper informing about availability of industrial plots. (click here to view

III.
On Preferential Basis: The allotment of land will be
approved by a Sub-Committee of the RIICO Board comprising of Commissioner
Industries, Commissioner (BIP), and Chairman & Managing Director RFC and
Managing Director, RIICO. The quorum of this constituted committee would be
three members present in person. (click here to

TIME LIMIT FOR ALLOTMENT:
Note:- Allotment would be made as per prevailing policy and in
accordance with RIICO Disposal of Land Rules, 1979. (click
